Mahasagar - bulletin of the National Institute of Oceanography, Goa, India - a constituent laboratory of the Council of Scientific and Industrial Research (CSIR) is the successor to the International Indian Ocean Expedition (IIOE) Newsletter. Mahasagar - a term in Sanskrit language depicts Oceans. The first volume was published in the year 1968. While the objective of the IIOE Newsletter was mainly to present to the public the progress in the International Indian Ocean Expedition - both the Indian programme and the programmes of other countries and highlight the results from time to time, Mahasagar's aim was to treat oceanography from a wider perspective and present compiled and well-documented information relating to this scientific discipline.

Mahasagar changed it's scope from volume 7 (1974). It considered including research papers and notes on different disciplines of marine sciences besides a section on news & comments and book reviews.

With the volume 23 (1990), the scope was expended to include the research papers on limnology as well and the ownership was transferred to the Indian Association for Limnology and Oceanography. The frequency of the publishing was also changed from quarterly (4 issues per year) to half yearly (2 issues per year). The journal ceased to publish after volume 28 (1995).
